KIPO Signs Cooperation Agreement with KOICA
The Korean Intellectual Property Office (KIPO, Commissioner Soo-won Lee) and the Korea International Cooperation Agency (KOICA, President Dae-won Park) signed a Memorandum of Understanding (MOU) on April 6 to enhance cooperation in order to support developing countries in the area of intellectual property (IP).
Through the MOU, KIPO, which has expert knowledge on IP, and KOICA, a government organization which provides free aid, will cooperate to maximize the effectiveness of IP support projects for developing countries and enhance their IP capacity. Both organizations are to provide training on IP to foster IP experts in developing countries; build a patent administration informatization system to enhance their patent administration capacity; and support the development of appropriate technology* and branding of local products to improve the quality of life of local residents.
* “Appropriate Technology” refers to developed technology which focuses on improving the quality of life and living conditions for low income groups and underdeveloped countries. Appropriate technology is classified between high-level technology and low-level technology and is also called alternative technology which can be used as a sustainable solution for environmental problems.
To raise the effectiveness of these projects, KIPO plans to employ KOICA volunteers working in about 30 countries to locate demand for IP support in developing countries and link its support with the Official Development Aid (ODA).
In addition, KOICA will use the advantages of KIPO such as its patent administration know-how and patent information system to diversify ODA project models.
KIPO Commissioner Soo-won Lee said, “I hope KIPO’s experiences and know-how will be amply used to help develop the IP systems of developing countries and contribute to improving the quality of life of their residents.”
